On the occasion of the 10th anniversary of the establishment of Dung Quat Economic Zone, The mission of the Ministry of Planning and Investment, in which Mr. Tran Duy Dong, Director of Department of Economic Affairs together with Mr. Le Thanh Quan_ Director, Chairman of the Trade Union and other leaders, officials visited and worked with Dung Quat DEZA about the medium-term investment plan (2016-2020). In addition to this program, there was a cultural – sports exchanges among the Mission, DEZA and some investors in Dung Quat EZ.
Editorial Board would like to summarize some information about the formation and development of Dung Quat Economic Zone as follows:
On November 9th 1994, The Prime Minister had Decision No. 658 / QD-TTg to select Dung Quat as the first construction site of Vietnam’s oil refinery.
On April 11th 1996, the Prime Minister issued Decision No. 207 / QD-TTg to approve the master plan of Dung Quat industrial zones (IZ).
On August 16th 1990, Dung Quat Industrial Zones Authority was established under Decision No. 553 / QD-TTg of the Prime Minister, marking the birth of Dung Quat Industrial Park (now Dung Quat Economic Zone). Its functions include: help the Prime Minister speech up the detailed planning of functional areas and establish construction investment projects in the Industrial Park for him to consider, decide and hand over to relevant agencies; supervise and inspect the implementation of the plans approved by the Prime Minister.
On March 11th 2005, the Prime Minister issued Decision No. 50/2005 / QD-TTg on the establishment and operating regulations of Dung Quat Economic Zone (EZ), so far It has had 10 years of operation .
The conversion of the model from Industrial park to economic zone, oil refinery and other PDI projects has created a new motivation in the investment and development of Dung Quat Economic Zone.
The development of Dung Quat economic zone:
Going through the stages of development, so far Dung Quat EZ has made the following achievements: By the end of 2014, Dung Quat Economic Zone has certificated for 122 investment projects, with the total registered capital of $ 10.4 billion . The total investment in implementation of about $4.85 billion, achieving approximately 46.6% of registered capital, including:
FDI projects: issued investment certificate for 22 projects, with the total registered capital of $ 3878 million, accounting for 12% of total registered capital in which 8 projects have been put into production.
Domestic projects: issued investment certificate for 100 projects with the total registered capital of VND 116,049.48 billion, accounting for 57.3% of total registered capital in which 74 projects have been put into production.
Contribution to the socio-economic development of Quang Ngai province:
Up to now, after 10 years of its establishment, Dung Quat EZ has formed a significant production force, created high value of industrial output, expecially in oil refining industry and heavy industry_ key industries in the industrialization and modernization of our country. They are also important factors which contribute significantly in increasing budget revenues of Quang Ngai and supply thousands of jobs to local workers.
Dung Quat EZ is considered as one of the most sucessful zone in the country. This is a basic foundation for Dung Quat EZ to become a ”nuclear growth” and also be a Central Economic Zone in Quang Ngai province and in the central part.
At the meeting, DEZA determined to remove some of the difficulties and problems of businesses related to the inadequacy of mechanisms and policies, especially preferential land and tax; make full use of resources including extra-budgetary resources as well as attract investment; highly focus on the clearance compensation and resettlement of 2 key projects (thermal and project on upgrading and expanding Dung Quat oil refinery). At the same time, DEZA combine investment attraction for the development of industry – service with social security and sustainable development.
By 2020, Dung Quat Economic Zone continues to play an important role of Quang Ngai province in fields of speed, productivity, economic restructuring, and employment. Beside, it will create a solid foundation for Quang Ngai to basically become a modern industrialized province and continue to promote the role of deep-sea ports in attracting heavy industry projects and large-scale projects in order to make Dung Quat form the Petrochemical Center and the National Energy Center.
Some key indicators up to 2020: Attracting projects with investments of at least $ 13 billion, the growth rate of industry value and service reach 3-4% / year; revenues in the province reach VND 35,000 billion; good exporting through ports of about 18 million tons / year, export turnover of about: $ 600 – 800 million.
Speaking at the meeting, Mr. Tran Duy Dong shared: the period from 2016 to 2020 will be a new development cycle for Dung Quat Economic Zone continue to spurt and become a key economic zone in the country. In order to get these achievements, Dung Quat Economic Zone will face many challenges and has a lot of work to do as follows: increase and innovate the investment promotion, socialize the promotion- marketing investment by developing industrial parts in the economic zone; well effectuate the clearance compensation and resettlement; adjust mechanisms and policies; mobilize capital for infrastructure development at Dung Quat EZ; strengthen environmental protection, ensure national defense, security and social safety; strengthen the leadership of the Party Committee, make full use of the political system to promote the development of Dung Quat Economic Zone.
Before, on Women’s Day, there were a football exchange among DEZA, Department of Economic Affairs and Guang Lian Vietnam steel company. And the championship belonged to the football team of DEZA.
